I talked to the neighbour and the guy that owned the house was a contractor that ran out of money, his business has been closed ....

Nice....don't get la&$ just yet....the property is not yours until you have the deed in your hand. So get the balance of funds in to the Municipality asap...no delay, in fact if they haven't got an exact dollar amount yet then just give them an extra $5k to cover the unexpected and ask them to put any residual against the tax account for next year. You don't want someone like our friend Kurtis (aka - guy from the hills) to do a deal on the side and sandbag you. Been there, done that. 8)
