Title: Failed tax sale properties

I believe there were discussions about what would happen afterwards to failed tax sale properties. Can anyone refresh that 'cause it's really hard to search in here?

I came across this on kijiji (https://www.kijiji.ca/v-view-details.html?adId=1287932747&requestSource=b) and recognized this was a failed tax sale property from last year. And I also recall then the town had a so-called "Request for Proposal to Purchase and Redevelop Failed Tax Sale Properties". I assume the new owner bought this property through the "proposal to ... redevelop". Now it looks like it's just a simple flip. Doesn't the town have anything to say about it?

A couple of years, the City of Toronto had a few condo units for tax sale but failed to sell due to high cancellation prices. I happened to notice those units had been occupied since. I don't believe there has even been an open sale by the city. What could have happened? I tried once to inquire about it to the treasurer's office. If I remember correctly I was told by the person I spoke with that he was not allowed to give me that info. So,  as a former treasurer, 8) Frank may be the best person here likely to have an answer to the question - is the city obligated to provide such info when requested? does the Freedom of Information Act or the equivalent or similar apply here?
