How does a hydro corridor get listed for un paid taxes??????

not all corridors are owned fee simple by the utility ,it could be that the owner sold a easement to the utility this works well say on farmland that can be cropped, the farmer still owns the land and the utility has a right to use that portion ,smaller sections especially in urban areas become useless as you cannot build the owner has no future revenue from the land he has been paid for the easement so stops paying taxes the only way to know for sure is to check the legal description for a S/T or (subject to) which would refer to the easement ,that said there could also be a ROW that is just a contract agreement
