Everything was crazy. Some people did not do the title & name search and jump on blind bidding. Over 40 people assisted at this tax sales. I reproduce the numbers from my memory.
Property 1.  First bidder $288k second $170K, total 38 bids. There were other few bids over $100k
Property #2. Fist bidder $111K  Second over $90K, total 43 bids

I am looking for acreage. On MLS listings, I found some property which are under Provincial or Local Conservation Authority. I know the tax rate classifications and zoning. It is fishy a property tax of $1700 or 2000 for acreage Environmentally Protected (EP) land with nothing build or 6 acres residential land on small village.
The real estate agents avoided to give an answer and provide the Roll #.
Q. Why the annual taxes are so high ?

Cases:
1. Real estate said the land is 74 acres with street address, tax $1700,  nothing build, wetland protected by Provincial Authority and a hand drawing of land shape.
I figured out the street address is covering 70 acres and the neighbor address 4 acres EP with a home. There are two different Roll #. 
Q #1. Can the agent sell this?  He does not have a clue about the existence of home ? Or this owner pays the taxes for the neighbor property?

2. Listed on MLS:  5 acres of land,  pond,  trees at the back
I figured out that: the Roll #, land size 5 acres A1 with no trees. At the back of that land is the pond and trees which are other 5 acres part of 195 acres land with different Roll #.
Q2. Can the real estate sell something which is not served. Or specified 5 acres on deed and give you 10 acres?

How is working the sheriffs sale?
On 1995 in a European court of law I opened a lawsuit against a guy from Toronto where I presented my judgment from Canada for $30K + 4% interest to be recognized following later the seizure and sale of his property  (on that time he did not have any assets in Canada). The scoundrel sold his property fictively to his sister with the help of my lawyer, later promoted as a judge. After that time started the odyssey. Anyway he dragged me in over 20 lawsuits.  I was losing few of them for not being informed about the lawsuits but finally the court decision was reversed. I want to abandon the lawsuits opened against me but the scoundrel does not allow me.
I spend over $20k with lawyers fee but the lawyers are cheating by not declaring to the court the original amount paid and sometimes the judge is offering on their currency 1/3 of my expenses. I have to take in consideration their currency depreciations and conversion to $CAD which is less $. Also the crook do not want to pay me the legal fees  offered by court in that country.  I intend to open a lawsuit against this rat in Canada and present all the foreign judgments in my favor and the bills pay to them by Western Union. This rat bought last year in Toronto a bungalow for $550k and paid down payment $80k. He managed to rent the first floor and basement for the mortgage of  $2100/month. I intend to start this action in Canada in 2018.

1. In Europe a seized property is listed  by an judiciary executor for the assessed value, If the creditor want to sell the property to recover his debt  and if the debtor opposes as an alternative the debtor must pay cash.
2.  When for the assessed value nobody is bidding, the property is listed second time for 75% from the assessed value. If again no bidder the property is listed for 50% from the assessed value.

How is done the immobile execution in Canada?

I asked the Town of  Niagara on the Lake to provide some information about a 40 acres agricultural land listed by MLS which has annual taxes over $3000 without any building and utility. 

My question were:
- Explain that high annual tax  for 40 acres of agricultural land
- Assessed value, building possibilities for dwelling and barn/silo
- other possible uses of land

The answer from Town of Niagara on the Lake:
As per your request, please be advised of the following fees required to obtain this information:
Tax Certificate - $50.00
Zoning/Conformity Statement - $150.00
Zoning/Use Statement Only - $60.00

Is something wrong with the clerk ?   $260!!!

I an interested on properties listed on MLS to figure out the assessed value.  The real estate agents are not willing to do that disclosure. Are there any web pages to get for free the assessed value?

MPAC is providing for free information just for your property and eventually neighbors when is requesting a property re-assessment.

I send my MO on August 12, 2015. The bidding day was August 18, 2015.
I talked to Diane from department of finance and he told me that my bid arrived on August 20, 2015 and on the same day they returned my unopened envelope by Canada Post. My question about the MO was answered by Diane that Canada Post has my MO. Anyway since that date I had never received my MO and yesterday I claimed to bank my MO. The bank verified that MO was not cashed and promised to credit my account but that not happened.

What to do?

Attached is the assessment Roll Report from MPAC .If you drive to south  on Birchmount Road, just pass first building after 440 and turn right on the driveway, go to the end and turn right and keep straight to the backyard of property. You will see some tire dumped on the backyard and can go inside of the property and take a look. It is better to go inside of the building when is a sunny day outside. The best time to view the property is during weekend because nobody or neighbors are watching you.
