I called and asked if it was still on and the tax department said the owner had paid up.

I don't believe it's been formally announced

I called the tax department to confirm. The owners paid on friday the 6th, and therefore the tax sale was cancelled. However, I found it interesting that the municipality told me that the owners had until the 6th to pay the outstanding fees; I thought that they had until basically the last second until the deed is transferred? I know all the posts on here explain that this is the standard procedure, but St. Catherines had me thinking otherwise. Maybe the person I was talking to is just uninformed or St. Catherines doesn't know what they are doing.

Probably uninformed. 

There is nothing hard and fast in the legislation on this issue, and consequently many municipalities made up there own rules as to when they would still accept payment. 

However, a recent court case set the record straight as the judge decided that as long as someone was the registered owner of a property they still had the right to pay the taxes - hence the now logic that they can still pay right up until the tax deed is registered in a successful bidders name and it is no longer theirs.   

In fact in the case that set this precedent the tax deed had already been registered, and they went before a judge to say that they had tried to pay their taxes and the municipality refused to accept - the judge voided the tax sale proceeding and gave them their property back.

My suspicion is that there was a lot of gold in 4 Bartlett. Someone must have leaked this information to the owners.
