Something fishy?

I send my MO on August 12, 2015. The bidding day was August 18, 2015.
I talked to Diane from department of finance and he told me that my bid arrived on August 20, 2015 and on the same day they returned my unopened envelope by Canada Post. My question about the MO was answered by Diane that Canada Post has my MO. Anyway since that date I had never received my MO and yesterday I claimed to bank my MO. The bank verified that MO was not cashed and promised to credit my account but that not happened.

What to do?

If you have a regular bank draft and kept the second copy I believe you can get a refund back from the bank.

It sounds like you sent it regular mail which has no tracking or signatures.  I pay the extra cost for courier which allows me to track it and determine when it was delivered. Even that is not infalible because even the best courier shipment can get
misrouted but it did help in recovering the draft.
