What is the proper method of submitting a bid? What all needs to be included? Does anyone know if you can place bids if you are a Canadian but are currently living outside of the country?

Hi Seirra,
All good questions you are asking.
I'll try to field this question. For each tax sale property you can get a kit from the municipality somewherre in the price range of free-10.00 dollars. Contact the phone number at the bottom of tax sale property listing you wish to bid for. I believe there are no requirement for living in Canada or that province for a certain amount of time before bidding on a property.
A kit is not required for submitting a bid, but if this is your first attempt, it would be well worth your while.

The tax sale laws are set out in Section XI of the Municipal Act (you can view this document bgoing to the Ontario Government web-site where all of the statues and regulations are posted as 'e-laws') try this link, it should take you right to section 371

this section sets out what Municipalities have to do in conducting a sale.
You also have to go to the regulations for information on the rules governing a sale. That can be found by going to e-laws as well. Try this link
