I am new to tax sales.
I have been reading and wondering if I am interested in a property, where do I find the Form 7 form for that property?

The form 7(Tender to purchase)you are asking about,should be included in the:
"tax sale package"
that you buy from the municipality having the tax sale.

Form 7, and an acceptable mailing envelope are usually included in the Municipal packages, sometimes free, sometimes at a cost. However, purchasing or otherwise obtaining the Municipal package, while advisable, is not a must. The form seven and the details of how it is to be mailed are all included in O. Reg. 181/03, and you can't go wrong by following the rules contained therein. http://www.e-laws.gov.on.ca/html/regs/english/elaws_regs_030181_e.htm ...I've done this on occassion when I run into a Treasurer that is asking too much for his/her package of information, and I would say that unless you feel totally comfortable with it...don't do it.
You do run the risk of confusing the Municipal Bureaucrats if you submit on a form and in an envelope that is not exactly as they have designed (even though their design must fit within the Regulation). I don't mind if they get confused as it gives me an opportunity to straighten them out, sometimes the hard way.

This is a current issue as Oakville is trying to charge $60 for a package. The point of the taxsale is to recover taxes and all cost of the sale, including package creation and distribution , are added to the minimum. Im guessing they are just trying to weed out the non serious. Of course this is Oakville where they love to scoop money by fines and charges

Given Oakvilles current development charge structure one wonders why they need to soak us more.
Maybe PFM or this guy 8) could undercut the local market price. Charge only $50 to nonmembers and $10 to members ;D. Of course Franks Forms might have a problem if they use Rocco's shape as a symbol of quality with these guys
