can someone explain the process and steps u would do before goin to an auction, do u submit the tender at the municiple office before the bidding starts? I have attended an auction in the US, i find attaining property alot easier and for alot less in the US. opinions?

I don't want to come off sounding too snarky here, but what you are asking is actually defined by law ... the Municipal Act, 2001.  Every municipality posts almost identical instructions:

from the March 23 listings -

THE MUNICIPALITY OF TRENT HILLS
TAKE NOTICE that tenders are invited for the purchase of the
land(s) described below and will be received until 3:00 p.m. local time
Wednesday, April 17, 2013 at the Municipal Office, 66 Front Street South,
Campbellford, Ontario.
...
Tenders must be submitted in the prescribed form and must be accompanied
by
a deposit in the form of a money order or of a bank draft or cheque
certified by a bank or trust corporation payable to the municipality and
representing at least 20 per cent of the tender amount.

THE TOWN OF SMOOTH ROCK FALLS
TAKE NOTICE that tenders are invited for the purchase of the land
described below and will be received until 3:00 p.m. local time on Friday,

Note how specific Brent at THE TOWN OF SPANISH is: "...will be received until 2:00 p.m. ... opened in public on the same day at the Town of Spanish Municipal Office ... at 7:00 p.m."

And Rhonda at MISSISSIPPI MILLS is: "...will be received until 3:00 p.m. ... opened in public on the same day at the Municipal Office Council Chambers at 3:05 p.m."
