I'm trying to find out if you must do these searches at the local Land Registry Office or can they be done at any? So if I want a search on a property in Toronto do I have to go to the Toronto LRO or can it be done at the Durham LRO?

You have to go to the registry office in which the property is situated.

Easiest bet is to find a law office to do this for you. This also ensures that nothing is missed.
You don't need an expensive downtown Toronto one, any small law office in Ontario that deals with real estate can do this.
