Title: 3 oclock dead line--is there hanky panky by the municipality

 Today's sale at Thomas Ontario Lake Erie, spent hours traveling from toronto, spent big bucks at the registry,$100 bucks on gas, Money draft $12.00, Bid package$ and no envolopes, hung around until 300PM. 3 people interested in the property. Chair announces--they got a phone call--cancelled WTF?
 This has happened many times.  The policy is--the owner comes up with the cash and if not the sale goes on.
 Time we stand up at the sales and call the police.
 Samething happened two weeks ago to a friend of mine-- near Niagra falls 9 acre parcel, last minute no sale. One person got made and the poor chap was told to wait until the police came. Lucky for him--no arrest. All he wanted back was his $10.50 bid package fee.
 Be very careful--there is dirty dealings in some cases--nice government we have. I suspect--if not enough bids come in--no sale  ::)

Been in a similar situations where I felt I was wronged both at and post sale.  Unfortunately for me properties involved were not of sufficient value to get into a fight even though with one I was sufficiently pissed off to talk to my lawyer about it.

Ignoring the legal merits of your specifics; have you found one of the gems we would all hope to have in our hot little hands that it is worth increasing your bet with. 
Sounds like you played your cards right only to be blind sided at last minute.
(I can understand if you may say no comment.)

Another key issue is of course do you believe you were the winning bidder?  No use you spending a lot of money to see prize go to another bidder.
