Can they ever be recognized or can you apply for it to be recognized by the Planning Act?

A couple of questions regarding some of the properties listed under the CITY OF HAMILTON, SALE OF LANDS FOR TAX ARREARS...
1) What does "This parcel is not recognized as a lot under the planning act" mean?
2) If a piece of land is split into parts, how can I find out the sizes of the parts?
3) How do I know if I can build on this land?
