For your first question:
Let me first say, Its important to look at the property, see what is around that area.. spot problems, see if anyone is living in that property. It will help you with assessing the value and selling it later.
Having said that, photos of the property could be useful, but more importantly are maps of the property boundary, building permit status, unpaid taxes on the property. How do you find that information? Call the person in charge of selling the properties (or email) and find out as much as you can. There is a kit that can be purchased from the city from anywhere around 6.99 and up to 14.99.
Everybody when they start has had the idea of just bidding on that 4,000 dollar property in north eastern ontario without seeing it. Check the member experience section of the forum to find out how you can get burned going in blind like that. If you can't visit the property find out as much as you can over the phone or email.
For the second part of the question:
How do I go about selling your tax sale property after your purchased it? I have had contact with a people who are interested in reselling tax sale properties. I've also had contact from people wanting to offer mortgages for people interested in buying that tax sale property. Currently, I have a forum for professional ads, I'm going to add a section where people can post properties they wish to sell right now.
Having said that, there are many ways to sell your property from talking to a real estate agent, putting ads in newspapers or online sites, or selling it to friends, or local residents. There are a million ways to buy or sell properties.
