Sherrif's Sale of Land

Hi Everyone,
I'm new to this site, though have been looking at many properties. What are Sherrif's Sale of Land, I saw it in this week's Gazette? Are they the same as foreclosures? There doesn't seem to be a minimum bid and it seems that the mortgages (bank and crown liens) survive these sales. I'm assuming that bank mortgages don't survive a tax sale.
As for the Toronto sale, I never put in a bid, though was ready to, only to call a couple of days before the sale to find out all sales were either cancelled or postponed (extentions given).
Know anything about the Niagara Falls tax sale? Specifically the zoning of the properties.
