Filling out a tender

Hi,

I now know that the envelope should state that is for tax sale and a description of the property should be on the property.  The thing is, I got the tender package from the municipality (re Oshawa sale) and I assumed the form would be properly addressed and it would say 'for tax sale' on it.  Does the form have to be addressed to the 'Treasurer' or many of the envelopes at the municipality are addressed to the Director etc...
The bank draft or cheque, is it made out to the city or town or to the treasurer representing the city or town?
