What does the min. bid cover? Land patents?

I've been reading some of your posts, but I'm not finding all the answers to all my questions.
My number main questions are:
1. What does the min. bid cover in land tax sales? if it is going for min. bid $10,000, does that mean that I am only paying for the taxes that have accumulated since the foreclosure that the previous owner didn't pay?
2. When I purchase this land for $10,000. Do I own the land? Do I have to continue to pay any more recurring taxes for the land?
3. If I supposedly do own the land but still have to pay taxes for it, how is that owning the land?
4. How do I own the land without having to pay tax (i.e., Land Tax)?
5. Does anyone have an land patent or allodial title (or any title whatsoever) whereby, they do not pay taxes, nor have to get permits to build, dig, or any other childlike treatments from the government, and own the land from the high heaven to the depths of the earth?
6. What are the consequences of a land patent or allodial title?
