Ideal Property for Halloween - Wanted (Water) Witch(er)

Heres the scoop.   Local residential property with no zoning or regulatory problems with building. Several  half acre lots in executive subdivision with local homes commonly advertised for sale when they come up @$400,000 and up in the same area.  Zoning and services in place. 

Close to 401 and all retail services including train to Toronto within (admittedly long) WALKING distance.  This is not a tax sale but normal real estate sale because a partnership has tried for 20 years to find water without success.   They are throwing in the towel and letting the properties go as is. 
 
Tripling of money quickly is possible for the person who can find water.  Cash sale.   I want a finders fee on this one.  PM me if serious.   Note not in a position to reply until later next week.  we are talking 6 figure profit potentially for a successful gambler.

Maybe I don't quite understand the problem.  Where I come from, if you can't drill for good water, you put in a cistern...two cisterns and a double pump system gets you rainwater for your toilets, washing cars, gardening, etc...and the second one, you fill with water from a water haulage truck from the city (cost is about a hundred bucks per load).  This can be much cheaper than spending thousands to drill a deep well, and then many more thousands for treatment facilities.
