Minimum Tender/Bid

I'm curious as to how the Townships arrive at these numbers, several thousand to tens of thousands, and in sum cases hundreds of thousands.
Am I naive in thinking that its back taxes, plus interest, plus a value that's equivalent to the man/hours put into the process?
Cause it seems sometimes that the value must have been many many years in the making to get these totals. Or is there some profiteering involved?

Real Tax Certainly makes a profit when it handles the paperwork for the municipality. All of these charges, and others like legal fees, get added to the tax bill.
