Ontario Gazette and legal gibberish questions

Hi everyone,
I noticed that many municipalities state that they only post properties for sale in local papers and some publication called the "Ontario Gazette". Seeing that I've never seen this on newstands, does anyone know where to find it? Is it available on-line?
My second question, how have you all learned to decipher the legal descriptions listed (aside from studying law or working for a municipality or township). When you ask for an information packet is this provided, or is this up to you to find out?

The gazette can be downloaded here. It is updated every saturday.   Additionally this sites home page lists them as they are published in the gazette

As per the legal jibberish, thats just something you have to learn as there is a ton of it. The free packages from the municipalitys do not decipher.   The ontariotaxsales tender packages answer alot of the questions in english at least the main ones IE lot size , surveys etc
