Viewing Property Prior to Tax Sale

What if any is the process to gain access to a dwelling/complex before making a bid at a tax sale? Or must you solely make your decision to submit a bid based on the exterior of the building and the appearance of the land?
Will the municipality facilitate providing physical access? I'm assuming they will not.

The problem is the bidding and the final sale take place before you have title and can legally enter the property. In many cases the property is occupied and the home owner is willing to show you the property.
Will the municipality facilitate providing physical access? No.

Thanks Rob, that's what I figured.
So i guess, even after completing your due diligence, submitting a bid is still a leap of faith if you can't gain access to the building.

In most cases the interior condition of a property will not greatly affect the value of the overall property unless it is extremely damaged. However, I also wouldn't assume that a person not willing or able to pay their taxes is also not likely to be keeping their place in exceptionally good condition.

What if one knows the person to see them, but not personally, whose property is up for tax liens.
Would it be o.k. to ask them to view the land, or ( if they invited you onto the property), would that be legally o.k. with the County and not turn around and be charged by the owner or the County.
