I am little confused because I have read some info that contradicts other info read. Is the tax that is owed on a property included in the minimum bid OR does it have to be paid in addition to the winning bid? Thanks for any responses. Cheers.

In November I won a bid on a house in Arnprior and the only cost to me was my bid. It included all costs to pay the tax and the transfer to me.

this is the wording on the bottom of all tender ads.
Tenders must be submitted in the prescribed form and must be accompanied by a deposit in the form of a money order or of a bank draft or cheque certified by a bank or trust corporation payable to the municipality and representing at least 20 per cent of the tender amount. Except as follows, the municipality makes no representation regarding the title to or any other matters relating to the land to be sold. Responsibility for ascertaining these matters rests with the potential purchasers. This sale is governed by the Municipal Act, 2001 and the Municipal Tax Sales Act. The successful purchaser will be required to pay the amount tendered plus accumulated taxes and the relevant land transfer tax. The municipality has no obligation to provide vacant possession to the successful purchaser. ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^

They should have also charged you land transfer, and possibly gst (if the house was used for commercial purposes or rented). The taxes not included in the tender are those that accumulate from the date of registration, and if they didn't collect it from you at the transfer, then either it is still on your account, or they goofed (which is not unusual).
It is possible that they took it from the excess proceeds (assuming you paid more than the minimum tender amount), and again they goofed since those excess proceeds are not theirs to keep - but you wouldn't be privy to the distribution of those monies, it is therefore a matter of interest between them and the previous owner (who has dibs on it).

Yes there were taxes owing going forward after the registration but the bid covered the arrears portion.
